As water resource is lacked gradually in the world nowadays, science and technologydevelop constantly and global water demand increases gradually, application of artificialrainfall technology has been wider and wider. Actually, artificial rainfall technologyfinishes the tasks that nature cannot completes at a certain place in a certain period butconforms to and uses nature. As specific technology of human beings, artificial rainfalltechnology has five features in social practice, i.e., sociality, specialty, systematicness,development and risk.Development of artificial rainfall technology is a result of inherent tension of gradualupdating of science and technology as well as external acting force of social demands inthe new period. Reasonable artificial rainfall technology can effectively remit draught andreduce loss caused by forest fire. However, people cannot ignore hidden risks of artificialrainfall technology because of this. Instead, we should think about its negative impacts to alarger extent. Because structure of artificial rainfall technology is multidimensional andcomplicated, people cannot control each step effectively. Thus, problems related totechnology, ecology and society many be caused. People’s unreasonable application ofartificial rainfall technology may result in a series of negative impacts, such asenvironmental pollution and ecological unbalance.Facing with a series of practical problems caused by artificial rainfall technology, weshould use vision of technology philosophy to survey artificial rainfall technology, rebuildharmonious relationship between human being and nature and correct wrong opinions.When we see positive effect of the technology, we should try to avoid its negative effect tomake effect of the technology on nature and the society keep in an appropriate scope. Firstof all, set up ecological civilization-oriented environmental awareness to deal with therelationship between human being and nature. Meanwhile, enhance professional ethicsconstruction of workers being engaged in artificial rainfall technology, put responsibilitypolicies of environmental protection into practice and blend consciousness of responsibilityfor environmental protection in ecological civilization construction. Secondly, establishrisk evading mechanism which directs at harmony between technology and nature tomanage artificial rainfall scientifically. At the same time, it is necessary to strengthen technicians’ risk education consciousness and ensure correct guidance of ecological ethics.Finally, perfect the legal system guided by social stability to standardize specific measuresfor implementation of artificial rainfall. In order to ensure realization of valuemaximization of artificial rainfall technology, we should exert the important role that thegovernment plays in legislation and law enforcement of the society, make related laws andregulations as well as guarantee successful development of artificial rainfall technology.Meanwhile, we need strengthen cooperation with neighboring countries in the aspect oflegislation and establish rules and regulations with joint constraining force to avoid legalissues of artificial rainfall technology.
