Jinan is famous by "spring", with the reputation of "Spring City". In Jinan, spring is the feature, symbolism and soul. However, with the rapid economic development and urbanization level increasing in Jinan, unlimited exploitation of groundwater in spring area, recharge in groundwater reducing,"pick up" imbalance appeared. Because of setting off, spring landscape severely atrophied, resulting in the lack of spring culture, affecting the economic development, destroying the inheritance and systematic of history and culture, reducing the spring culture connotations, thus, the "recharge spring protection" came into being. According to ISO31000:2009"Risk Management Principles and Implementation Guide", this paper created a safety evaluation index system, and proposed appropriate risk management and risk treatment measures based on the evaluation results.The main contents include:(1) On the basis of a large number of domestic and foreign literatures, this paper analyzed the risk factors in "recharge spring protection" by field visits and survey. Evaluating the risk factors, and determining the risk level, the major risk factors were found.(2) According to the evaluated risk factors, the safety evaluation index list was developed. And weights were determined by the improved AHP method.(3) Creating safety evaluation model for "recharge spring protection", and deciding the standard procedure for data collection. At first, using sophisticated fuzzy comprehensive evaluation method evaluated the safety grade of the program, getting the expected results of the evaluation for "recharge spring protection". Then, using projection pursuit using genetic algorithm, and catastrophe theory evaluated the safety grade of the program. At last, comparing the evaluation results made the final conclusion scientifically and accurately.(4) Based on the assessment results, this article analyzed the reasons for the problems in "recharge spring protection" program, and made recommendations for risk management and risk treatment against security risks in "recharge spring protection", improving the safety level of this program.
