Study On Assessment Of Operational Performance For Small Towns Wastewater Treatment Plants

The operation of sewage treatment plant in small town guarantees the waterenvironment quality and treatment of the water environment pollution in small towns.Optimizing the operation management of sewage treatment plant in small town plays akey role in improving its operation efficiency and quality. This thesis begins withimproving the operation management of sewage treatment plant in small town, andintroduces the method of ‘performance management’. Then, this paper proposes a seriesof performance assessment indexes that is suitable to operation characteristic of thesewage treatment plant in small towns in China. The index system can be used toimplement and assess the operation performance management of a sewage treatmentplant in small town, and further fulfill the goals of improving management byassessment, improving amendment by assessment, continuous improvement andoptimizing management.Based on a full investigation of current operation situation of sewage treatment insmall town in China, the author analyzes the existing problem of the plant, and proposesthe operation performance assessing system for the plant after considering thesuccessful experience domestically and abroad in operation performance managementof sewage treatment plant and the operation characteristic of the sewage treatment plantin small town.This paper firstly proposes the hierarchy of the operation performance assessmentof the sewage treatment plant in small town. After illustrating the goals, the needs forassessing of all the supervisors, the author further establish four layers of performanceassessing organizations, including supervising layer, guaranteeing layer, indexes layerand executing layer. Moreover, the implementation process of assessing the operationperformance are highlighted in following aspects: setting-up goals, analyzing keysuccessful factors, establishing the system of indexes of performance, evaluatingperformance, analyzing the difference between evaluating results and the goals.Based on the analysis on the goals and strategies of the operation performance ofthe sewage treatment plant in small town, six key performance indexes have beendetermined as: sewage treatment capacity, operation duration, operators quality,regulation for operation and management, and operation cost. Using expert counselingmethod3codes are determined as: service quality, operation management and financial cost, and16indexes are done as well. The weight of every indexed has been determinedaccording to the scorning of experts. A model for assessing the operation performance,which is based on fuzzy comprehensive evaluation, is launched, after validated throughits application on four sewage treatment plants in small town in Jiangsu, Sichuan,Chongqing and Yunnan. Good consistence is demonstrated between the evaluationresults and the real.Finally, a program, which facilitates the complex calculation during the evaluatingprocess, has been developed. The program, which is registered as operationperformance evaluation system for sewage treatment plant in small town(Num.:0424122), provides access to import data, evaluate performance, display resultsand search for history, and supports the work of evaluation the operation performance ofthe sewage treatment plant in small town.
