At present, China’s small towns are mainly garbage piled up at random based, basically in a state of disorder. A lot of farmland occupation garbage, garbage Siege causing widespread phenomenon, plastic packaging materials and plastic sheeting caused by a large number of "white pollution" problem is very serious. Similarly, the province facing the problem of waste disposal is also more prominent. Most small towns in the province is still in the early stages of development economics, waste disposal work started late, the overall low level of technology, coupled with the lack of systematic long-term planning guidance and funding of special difficulties, such as garbage disposal facilities completely unable to meet small the practical needs of urban development.
