Study On Investment Efficiency Evaluation Of Sewage Treatment Projects In Small Town

As an extension of urban functions and the center of rural social and economic activities,small towns have played a key role in the process of rapid urbanization in China.There is still a certain gap between the development of sewage treatment industry in small towns in China and the development level of small towns and the strategic needs of national rapid urbanization.In recent years,the implementation of financing methods such as BOT has solved the problem of construction funds for small town sewage treatment projects.However,due to the limitations of its own economy and management level,the investment efficiency of small town sewage treatment plants is relatively low,and the improvement of investment efficiency is conducive to the sewage of small towns.Handle the long-term development of the project.In the existing research on small town sewage treatment projects,the research on investment efficiency is still in the blank.Based on the research on investment efficiency of existing water treatment industry,combined with the characteristics and investment status of small town sewage treatment projects in China,the applicability of DEA data envelopment analysis method in investment efficiency evaluation of small town sewage treatment projects is clarified.According to the actual investigation and reference to the existing DEA method to study the investment efficiency of large city sewage treatment plants,the total investment amount of the small town sewage treatment plant in the planning and construction phase and the operating cost generated in the operation phase are selected as input indicators in the input indicators;After considering the economic and environmental benefits,the actual sewage treatment volume and major pollutant reduction(COD reduction,ammonia reduction,total phosphorus reduction)are selected as output indicators.Taking 21 small town sewage treatment plants located in southwestern China as a research sample,the DEA method was used to analyze the investment efficiency of small town sewage treatment plants.Combined with the characteristics of the small town sewage treatment project,the Tobit regression model of 11 factors including the self-factor of the small town sewage plant,the township factor and the county factor are established,and the influencing factors of the investment efficiency of the small town sewage treatment project The importance of analysis and judgment.Finally,taking the most representative two samples of DEA calculation results as a case,combined with the analysis of the factors affecting investment efficiency in the previous article,the improvement of investment efficiency of small town sewage treatment projects was further explored.The main conclusions of the study are as follows:(1)The overall pure technical efficiency of the sample is better than the scale efficiency.Among the 21 samples,6 samples are valid for DEA.Although 8 sample wastewater treatment plants have a pure technical efficiency of 1,the scale efficiency is not optimal.The investment in small town sewage treatment plants in the sample is redundant,and the performance in management and technology is relatively good.(2)The analysis of the public data has been the same as the sample analysis.That is,the small town sewage plant is more serious in the issue of investment redundancy,and the management and technology are relatively good.The reliability of the sampled wastewater plant survey data and DEA calculation results was confirmed.(3)The sewage treatment process,whether there is social capital intervention,the standard of water discharge,the population of the town where the sewage plant is located,and the fixed assets investment of districts and counties have relatively obvious influence on the investment efficiency of small town sewage treatment projects.
