Long period of time, comprehensive utilization of oil and gas resources of our nation’s oil industry has a special significance, the current international oil price has experienced peaks and troughs of the volatility steadily, more people pay attention to improve the economic efficiency of oil and gas resources utilization. China has the whole type of unconventional oil and gas resources, relatively rich resources. Located in northern Shaanxi in northwest China, is a new national energy and chemical production base in Shaanxi national economy occupies an extremely important position. As the comprehensive utilization of oil and gas resources is a complex and rigorous systems engineering, process technology has many special requirements, and therefore rational distribution and application of these techniques and technologies must be a reasonable means and methods of scientific management.In this paper, taking the theory and empirical analysis for the discussion method. From the perspective of project management, feasibility studies of ultra-low penetration of information management with the help of oil field development and effectiveness. The article first kerosene gas resource utilization in Yan’an-depth analysis of the project, focusing on project management information system status and problems, on this basis, drawing on mineral development, the comprehensive utilization of gas resources is similar to the experience of construction project information, building Yan’an kerosene from a gas comprehensive utilization of resources for information technology project management system.
