In order to improve the conditions that the human resources management is not scientific in the assembly workshop of most enterprises manufacturing mechanical products and to solve the core problem allocating human resource, this thesis is based on the characteristics of the assembly operators and combined with the existing theoretical researches and methods to establish an optimal allocation model of operators in the assembly workshop that can allocate the human resource efficiently and reasonably.Firstly, this thesis takes the operators of multi-skills as the subject investigated. And according to the historical data that the operators complete the corresponding production tasks in the assembly workstations and through the evaluation factors about quality, time and quantity are calculated, the personnel competency index is calculated by each factors’dynamic weight determined by combination weighting method. After that, the optimization allocation model of the operators in the assembly workshop is established based on the real-time matrix of personnel competency index. The goal of it is to maximize the sum of the competency index of the personnel online of the whole assembly line. This problem is solved by a heuristic algorithm on the basis of Hungarian method and, is verified by an real example. Finally, according to the model and method mentioned above and combined with the specific need of the assembly line producing main reducers drive axles in a heavy-duty automobile company, the concept model, function model and database model of system are constructed and a MES-oriented assembly line workers intelligent scheduling system is developed.In general, it provides not only favorable conditions for the enterprises to improve the level of human resources management and production efficiency, but also brings more economic benefits to the enterprise when the the system is applied into the practice of production management in the assembly workshop.
