With the fast development of the market economic, human resource plays a chief and decisive role for an organization to achieve a competitive advantage. As the headquarter of the Chinese earthquake disaster management team, China Earthquake Administration(CEA), which is directly affiliated to the State Council is also facing the great challenge in the human resource management.Aimed at to ensure the undertaking of earthquake disaster prevention and mitigation to develop in a sustainable way, based on Human Capital Theory and Human Resource Management (HRM) Theory, this paper puts forward the strategy of HR development and Management for CEA by studying the intrinsic relationship between HR and organizations competitive advantage.First, this paper analyze the outer Human Resource Strategy Management (HRSM) environment of CEA . Second, based on the systemic analysis of the HRSM condition, with the method of SWOT analysis, this paper point out the advantages, disadvantages, opportunities and threats which CEA is now facing.Finally, this paper reaches the conclusions: CEA should think URSM as part of the overall development strategy, and must think highly of HR in a scientific way. This paper suggests that CEA should construct the strategic HRM model, develop its own HRDM system and measures. Additionally, this paper also puts forward four points of Human Resource Management policy suggestions to improve the managing quality ultimately in order to ensure CEA can successfully carry out the HRDM for which stipulate based on this paper's analysis.
