The unsafe actions and unsafe condition are direct cause for accidents. Statisticaldata indicates that almost97%coal mine accidents are caused by human factors orunsafe behavior related human factors. Thus, learning from the unsafe behavior tomake safety control measures is an important way for improving the safety level ofcoal mines. In order to analyze unsafe behavior mechanism and make control strategythe conception of safety competency is introduced. Then, four questions about specialoperators in coal mines, namely the conception of personal safety competency,elements of safety competency, assessment of safety competency and optimalallocation are discussed. The concrete research content is as follows.(1) Firstly, this thesis discusses the relationship between personal competencies,unsafe action and accident. This based on research about coal mine accident causationand theory on safety behavior, safety psychology and cognitive psychology. Then anaccident cause chain and a multi-level accident causal model are contributed from thesafety competency perspective.(2)A multi-dimensional personal safety competency model is built, based onconception of personal safety competency and analysis for the accident mechanism,which contains four elements, namely, physiological dimension, psychologicaldimension, cognitive dimension and skills dimension. According to the multi-attributeof dimension elements, this thesis employs fuzzy signal detection theory, itemresponse theory and360degree feedback to quantitatively assess each dimensionelement. Finally, a method based triangular fuzzy hierarchical analysis and entropy isproposed for evaluation of safety competency with special operators in coal mines.(3)Aiming at fact that the mismatching between personal safety competency andjob requirements can lead to accident, the thesis structures an optimal allocationmodel. This model takes personnel safety competency as variable and matching rateas object variable. Then the Lingo software is used to solve the model. Finally, anexample of an electromechanical team in a certain coal mines is used to illustrate themethod is effective.
