The study took4highway in different regions of Shaanxi Province as an example,analyzed the water and soil conservation investment structure of the highway from the basicdefinition, influencing factors and management, based on analyzing the water and soilconservation ecological services function value of the highway comprehensive as wellasbuilding a highway Water and Soil Conservation ecological services function evaluationsystem and determine calculation method of the evaluation index.(1)The funding of highway funded by domestic loans, local self, foreign capital; theproportion of water and soil conservation investments in total investment was generally lessthan5%:the water and soil conservation investments ration of Zi-Jing Highway(Sandy Area inNorthern), Jing-An Highway(The Loess Plateau), Airport Highway(Guanzhong Plain),Shang-Man Highway(Rocky Mountain Area) were4.20%,3.41%,2.24%,2.25%, the averagelevel of Shaanxi Province was3.38%; Soil and Water Conservation Engineering measures andplant measures investment are major part of the total investment which accounted for morethan90%of it: the engineering measures investment ratio were Zi-Jing Highway>Shang-Man Highway>Jing-An Highway>Airport Highway, the plant measures investmentratio were Airport Highway>Jing-An Highway>Shang-Man Highway>Zi-Jing Highway; Theinfluencing factors of highway water and soil conservation investment included ecologicaland environmental conditions, road alignment, the process of the construction process, localeconomic strength, road grade, the public awareness of water and soil conservation, fundmanagement; Soil and water conservation funds should be divided into pre-construction,construction period and operation period management and coordinate the various stages offund.(2)Highway water and soil conservation ecological service functions included maintainsoil functions, conserve water sources function, fixed carbon and release oxygen function,purify air function, maintain landscape function; The12evaluation indexes are retain soilvalue, maintain soil fertility value, reduce siltation value, flood control value, protect waterresources value, solid CO2value, release O2value, absorb SO2value, absorb fluoride value,clean dust value, maintain the landscape value.(3)The highway ecological service functions value of Sandy Area in Northern,Guanzhong Plain, the Loess Plateau area, Rocky Mountain Area from big to small order isAirport highway (61,286,300yuan)>Zi-Jing highway(49,216,600yuan)>Jing-Anhighway(33,207,000yuan)>Shang-Man highway(28,920,000yuan); Unit mileage ecosystemservices value descending order is Guanzhong plain-airport highway(2,978,000yuan/km)> the Loess Plateau-Jing-An highway (621,900/km)>Sandy Area in Northern Zi-Jing highway(407,800yuan/km)>Rocky Mountain Area Shang Man highway; Soil and water conservationinvestment returns from high to low is Sandy Area in Northern-Zi Jing highway(3.14)> RockyMountain Area-Shang Man highway(1.88)>The Loess Plateau-Jing An highway(1.57)>Guanzhong plain-airport highway(1.29); The contribution and contribution rate of the airporthighway to the regional ecological environment was highest.
