| For a long time, many people utilize the marine resources disorderly andexcessively due to the misconception that resources are priceless in our country. Thisway takes maximizing the sea users’ profits as the point of departure, and it onlycalculates the input and output during the production, instead of considering the costfor marine resources and the influence for marine environment and marine ecosystemservices. In order to fully reflect the value of the marine resources, marineenvironment and ecosystem adequately, and to calculate the cost and benefit of themarine development activity actually, we must to carry on scientific calculation to theeconomic losses caused of water pollution. Jiaozhou bay is a typical semi-enclosedbay affected by human activities in China. In order to offer strong support forenvironmental pollution control budget of Jiaozhou bay and government policy, thispaper mainly calculated the economic losses of water pollution under five differentconditions, and weigh Pros and cons with avoid these.Firstly, this paper adopts the two-dimensional numerical model of Jaozhou bay incalculating the distribution of COD and NH3-N in2008, then it draws the distributionmap and calculates their mean concentration in Jiaozhou bay. The calculation resultsshow that the distribution of pollution appeared a upward trend from bay center andthe mouth to coastal areas. And the results show that DIN is the main pollutant inJiaozhou Bay, and they are all beyond the second sea water quality standard indifferent quantity of wastewater effluent.Then the paper calculated the economic loss of water pollution on fishery,coastal tourism, industry and transportation industry in Jiaozhou bay by using"concentration--economic loss" model. The results show that the total economic lossis67billion yuan in current situation of pollutants discharge, and62.41billion inreducing3%pollutants,59.37billion in reducing5%pollutants,52.95billion inreducing8%pollutants, and50billion in reducing10%pollutants. At last, this paper used COD and NH3-N reduction cost model to calculate theinvested cost in different emissions in sewage treatment plant. The results show that itmust invest1.230billion yuan to reduce3%quantity of wastewater effluent, andinvest2.409billion to reduce5%, and invest3.279billion to reduce8%, and invest4.099billion to reduce10%. Then weigh the invested cost and the economic benefitin different quantity of wastewater effluent, we can evaluate the economic profit ofpollutants reduction in Jiaozhou bay.According to the results, the net present value of Jiaozhou bay is3.351billion inreducing3%quantity of wastewater effluent,5.562billion in reducing5%,10.745billion in reducing8%,12.764billion in reducing10%. So, reducing the quantity ofwastewater effluent not produces a certain environmental benefits, but also producesenormous economic profits. Protecting the marine environment is not only an publicwelfare undertakings without output, but also have good prospects from the angle ofinvestment. |
