Food industry is an important supporter in the national economy. It gives the directimpact on the industrial and agricultural development, improves the standards of people’sliving. Food additive is an important factor of the modern food industry and adds a newgrowth point to the food industry. However, due to a variety of complex reasons, the foodenterprises abused food additives seriously. The nationwide survey shows that, the illegal useof additives in food (such as preservatives, coloring agents) is one of the top three food safetyissues that consumers worried about. Food is the most important issue for people, the base forpeople’s stability, the rich source of people. Since the current social risks constantly highlights,we must concern with food companies’ using behavior of food additives, the basiccharacteristics and main motivation of food enterprises’ abusing food additives, analysis thehealth hazards and social impact of abusing food additive. They will become the primary andimportant issue that China’s food safety management to solve.Food producers are the main operator for food operation and risk prevention. Thesischose88food enterprises in Zhengzhou City and deeply investigated the behavior and thebasic characteristics of food processing enterprises’ using food additives. The result showsthat:95.5%of the enterprises used food additives during the processing. The mainmotivations of using food additive is improving tastes(73.9%). Spices(56.8%),sweeteners(40.9%), preservatives(40.9%) are the three major categories of food additives thatenterprises used.34.1%of the enterprises didn’t take food quality as their first standard topurchase food additives.10.2%of enterprises didn’t detect the composition of foodadditives.12.5%of the investigative enterprises had experienced varying degrees of foodquality problems owing to the excessive of food additives. When asked the question―the mostimportant causes of abuse food additives‖,65.9%,53.4%,39.8%of the surveyed enterprisesselected―moral failure of the enterprises‖,―deficiency of the food safety and additivesregulatory system‖and―defects in the food additives standard‖.Based on the case studies we took processing enterprises, consumers, governments intoan analytical system using fuzzy set theory and decision-making experiment analysis methodto quantify the relationship between the factors that affect using food additives and to identifythe critical factors. The result shows the relationship among factors that affect using foodadditives is complex. Expected economic benefits of enterprise, managers’ awareness ofsocial responsibility, government supervision, sales volume of the enterprise, and consumers’demand and preferences are the topmost five factors, the D+R values of them are11.1355,10.6943,10.0678,9.9606and9.5777respectively. Sales volume of the enterprise andconsumers’ demand and preferences have D-R values greater than zero, they play animportant driving role in the system. Expected economic benefits of enterprise, managers’awareness of social responsibility, government supervision, have D-R values below zero, thisindicated that they can be influenced by changing the other factors. There are five mostcritical factors that affect the use of food additives by enterprises.This research on the behavior of using food additives is from point to whole, fromconcrete to abstract, shows the interrelationship among the factors influencing the use of food additives. It is helpful for classification regulation and provides scientific theoretical tosuppress abusing of food additives.
