Based on the background of global climate change and development of low carbon economy, and according to the problem at present that most of energy saving and emission reduction study from the points of international, national, government, social and industrial to discuss the correctness, study from the point of enterprise is very few. Research is generally believed that the main difference of enterprise energy conservation and emission reduction projects investment and general investment is that the energy conservation and emission reduction projects’ main purpose is to control and eliminate or reduce the enterprise production and business operation activities produced significant negative impacts on the environment. But it ignored the energy conservation and emissions reduction project itself can bring considerable economic benefits for the enterprise. Enterprises would have a series of problem when they face the energy-saving emission reduction investment.This paper discuss the energy conservation and emissions reduction project decision making from two aspects of qualitative analysis and quantitative calculation, and researched a set of method suitable for enterprises decision-maker independently using. The paper studies energy conservation and emissions reduction project decision making method through TOPSIS. Qualitative analysis is that risks and opportunities that climate change brings to enterprises. Risks contain policy risk, rising cost of production and operation risk, carbon tax risk, increased market access standard, trade barriers risk, enterprise lack of cognition of climate change, directly loss caused by climate change and so on. Opportunities contain policy opportunities, subsidy, promotion of the new technologies and carbon trading, etc. Quantitative calculation is to calculate the project which enterprise plan to invest, and calculate the economic benefits of the project, the reduced cost by energy saving, revenue by carbon trading, and the project internal rate of return. At last, evaluate these index attributes, and make decision through the updated TOPSIS.Finally, we verified the feasibility of the method through case study. The case selected an IGCC power plant project that plan to invest and a traditional coal-fired power plant, as the alternative plan, power generation efficiency, energy consumption, emission situation and economic benefit, etc. According to the IGCC project report data to compute the IRR, sensitivity analysis of changes in prices of carbon trading, and sensitivity analysis of changes in investment and maintenance costs. Calculate the index value to generate the initial matrix. The weight of each index is calculated based on the original data, and calculate the numerical pros and cons of the two plans, and then sort to get the optimal solution through TOPSIS.From the actual situation, the IGCC project is a new power generation project, it has low energy consumption and carbon emissions. It is a great potential of investment. So, research and fact match, it indicates that the method has feasibility.
