With the increment of China’s consumption of oil products and chemical products, crude oil demand increases. In order to ensure the safe, stable supply of crude oil in petroleum refineries in the upper reaches of Yangtze River, meet the region’s refined oil and petrochemical products market demand, reduce the refinery crude oil transportation costs and give full play to the Yizheng-Changling crude oil pipeline transportation capacity.,It is under onsiderating to use the Rizhao-Yizheng crude oil pipeline to transit and transport the import crude oil and crude oil in Luning line in Yizheng junction center.But the existing output in Yi-Chang crude oil pipeline can’t meet the needs of the upstream crude oil processing enterprises in the expansion,so building a Yi-Chang double pipeline is necessary, but also urgent. This article intends to build the Yizheng-Changling double pipeline——Huangmei-Jingmen (Yueyang), together with the Yizheng-Jiujian pipeline which built early, composed of Yizheng-Changling crude oil double pipeline,which could supply oil for six petrochemical enterprises along the Yangtze River upstream. Through the analysis on the resource and market, overall plan disposition, pipe laying,pipeline choice and economic evaluation, this article is going to solve the problem of increase demand for crude oil which causes by expansion of ingmen, Changling, Baling Petrochemical Enterprises. In view of different expanding transmission, by means of schemes and optimization, we preliminarily determine the technological solutions on expanding transmission,then calculate engineering investment and analyse the technical economic index,and then evaluate the engineering feasibility in technology and economy, and finally provide decision-making basis for decision-making departments.
