In The View Of Scientific Concept Of Development Study On Urban Ecological Civilization Construction

City is the center of economic, political, and cultural exchange, and development, city is the key in achieving the goal of the struggle to build a moderately prosperous society in all respects in China. The development of the city brings us unprecedented material and spiritual wealth, but,with the rapid development of cities, population expansion, environmental pollution and traffic congestion and other issues also emerged. These problems seriously restrict the sustainable and healthy development of the city. Construction of ecological civilization city is complying with the need of city development, to coordinate the relationship between the economic, social and the natural environment, improving the capacity of urban sustainable development, this is the only way to solve the problem of many cities. The report of18times the people’s congress, for the first time, it put the ecological civilization with economic, political, cultural and social civilization construction together form the unity of socialist modernization construction general layout, and ecological civilization construction is the foundation. Ecology civilization construction embodies the connotation of scientific concept of development, it is an important way to comprehensively implement the scientific outlook on development, it is also the inherent requirement of sustainable development.In this paper, starting from the concept of scientific development view, this paper expounds the ecological civilization construction and the scientific concept of development intrinsically link. This paper takes ecological city construction of Nanning Guangxi as the breakthrough point of research, studying the ecology of Nanning urban construction development present situation, achievements and the deficiencies. Analysis said that the environmental protection consciousness of Nanning’s people is not strong, ecological infrastructure is backward, the serious pollution of city industrial structure problems, in this paper, and then based on the development of Nanning’s achievements and summarized in the process, discusses the concrete measures of construction of ecological civilization city and countermeasures, in the perspective of scientific outlook on development. Urban ecological civilization construction must enhance people’s ecological consciousness, must strengthen the construction of infrastructure, optimizing the urban industrial structure, increase capital investment, and strengthening the management of government departments and to strengthen the construction of ecological legal system, protect the natural resources, etc. The construction of ecological civilization city must fully mobilize the strength of various aspects, finally achieve the sustainable development of city economy and society.
