Environmental Risk Assessment is a new research field with great intersectionality and integrity, the birth of which gives a symbol of the important transition of Environmental Protection Strategy. An Environment Risk Assessment to the construction item could predict and manage the risk before any accident happens, reducing the probability of accident, and lessen the harm brought by the accident when it happens. Due to the environmental accidents’ diversity, burntiness, uncertainty and hazard severity, the adhibition and research of Environment Risk Assessment needs a further step to perfection as well as deep-going.Firstly, the thesis introduces the research history and the international research status of Environmental Risk Assessment, illustrating the domestic development level, and sorting the different methods. According to feature comparison of each method, it finally takes qualitative analysis to the spills of the liquid nitrogen, the doubtless MCA(maximum credible accident) in the denitration item of heat-engine plant by the Fault Tree Analysis. And also, it puts forward the effective solutions to prevent the spills of the liquid nitrogen pointedly, basing on minimum cut set, minimal radius set and structural importance.Besides these, according to the specific feature of the denitration item of heat-engine plant, it builds the Environmental Risk Assessment System of the heat-engine plants’items, and evaluates the environmental risk of the actual item using the system. Taking the liquid ammonia tank for instance, it evaluates the environmental risk of the tank in identification, sources analaysis, consequence calculations, risk management and accident preventing measures, making the analog computations, and lucubrating on the important and difficult issues, especially on source analysis, consequence calculations, and the volume calculation of Accident Emergency Pool. The research can optimize the risk assessment of the liquid ammonia tank, provide the reference for the spills of the liquid nitrogen accident, and offer the strategic evidence of an emergency spill of the liquid ammonia tank processing.The research can provide a technical reference about the Environmental Risk Assessment to the denitration item for the heat-engine plant, and provide a scientific evidence evaluating the environmental influence of this industry. And it is of great significance to direct practically.
