Baotou Steel Industrial Park is the first national ecological demonstration zone of theiron and steel industry in domestic, as it’s core, Baotou Steel Group integrate the regionalsteel and rare earth resources, it played an invaluable role in driving Baotou city economicdevelopment, adjusting industrial structure and upgrading of the industrial layoutoptimization, but it discharge so much of smoke and dust that can not be ignored. In theindustrial park, there are not only so much sources of pollution, but also they haveemissions of pollutants, as a cluster of sources of pollution, it makes a great impact onurban air quality of the environment, therefore, simulated the spread and diffusion of thepollutants accurately and clear the scope of its impact and influence on surroundingenvironment, and put forward some measures for the controlling of the total emission,improve the urban environment air quality has important significance.This paper makes pollution emissions lists of steel industrial park provided by Baotouiron and steel institute of environmental protection as the foundation, after it was processedand used for simulation to the typical month by the scope of the atmospheric diffusionmodel—CALPUFF that is suitable for large simulation, after that it calculate theconcentration contribution rate of baotou industrial park all source according to the controlpoint. In only considering cuts in baotou industrial park of pollution sources, it makes useof pollution reduction of the dynamic regulation rules for carrying on the cycle regulationuntil the smoke and dust concentrations of the control point reaches secondary standard ofair environmental quality, and then calculates the area of all pollution sources allowsemissions. Analog control results show that in the heating season that weather conditionswas not conducive to the spread of pollutants, the allowable emissions by15.04%of thecurrent emissions of point source and area source maximum allowable emissions by17.45%; during the non-heating season that weather conditions was not conducive to thespread of pollutants, the allowable emissions by17.35%of the current emissions of point source, area source maximum allowable emissions by32.72%of the current emissions;only that the TSP concentration of the control point air can reach ambient air qualitystandards quality package, but the baotou industrial zone remain overweight area; At thesame time, come to the conclusion that pollution emissions unit (tons) for the concentrationof control point contribution rate with the increase of height of a downward trend, thedecision coefficient higher than0.7, the pollution sources less than30meters height downtrend. Finally, it reach ability analysis based on comparing the major smoke and dustemissions enterprises actual emissions after the implementation of the corrective measuresproposed by Baotou Steel Industrial Park "the twelfth five environmental planning withallow emissions, indicating that only the actual emissions of the concentrator andsupplies company can not meet with allow emissions,the reason is their materials fieldhave a larger emissions that should be used as a focus for future governance.
