The Technical Outlines And Case Analysis For The Planning Environmental Impact Assessment Of Industrial Park

In our country,there are many researches and practices on regional environmental impact assessment(EIA),but there are still many shortcomings in current EIA of strategic regional planning.The theoretical system of environmental impact assessment of regional planning has not been deeply studied in China and without a uniform view.At present,the environmental assessment procedures and indicators system has not been formed.Most of the existing models of environmental impact assessment for regional development adopt the traditional "static evaluation" model,and the relevant "dynamic evaluation" model has not been studied.It was found that there were many problems in regional environmental impact assessment in China,which was rooted in the lack of further research.In the future,it is necessary to strengthen the application of environmental impact assessment theory.Based on the study of background,type and development of environmental impact assessment,the connotation,working procedures and technical methods of planning environmental assessment were discussed.The environmental impact assessment system and the geographical information system were researched deeply.The identification method,index system and environmental capacity of the industrial park planning environmental impact assessment system were investigated.The recognition procedure and environmental capacity of planning environmental impact identification of industrial park were put forward.At the same time,the main environmental problems faced were analyzed through the retrospective evaluation of environmental quality and the evaluation of regional environmental quality of the park.The environmental sensitive targets and the main resources and environmental constraints were clarified.The identification,index system and carrying capacity analysis of industrial park planning EIA were applied in the medium and small-sized enterprises(SME)park of Caofeidian.The planning environmental protection target and evaluation of Caofeidian SME park were established.The environmental impact caused by the main influencing factors were detailed evaluated and forecasted.The overall planning had been comprehensively demonstrated,and some suggestions had been put forward to optimize the planning and mitigation measures for environmental impact.The results can be applied in planning environmental impact assessment of other industrial parks.
