Our Country And Its Countermeasures For Prevention And Control Of Water Pollution In Rural Area

Rural water environment refers to the distribution in the vast rural rivers, lakes, ditches,ponds, reservoir, such as the floorboard of the surface water, soil water and the undergroundwater, is the basis of rural production and living conditions. Rural water environmentpollution can damage the basic conditions of agricultural production, endanger the safety ofagricultural products, a serious threat to farmers’ life safety and body health, rural socialcontradictions, and affects the harmonious society construction and rural economicdevelopment, so the water prevention and control of environmental pollution problems inrural areas in China is imminent.Advanced foreign experience has shown that legal countermeasures are the mainmeasures to solve the problem of water pollution in our country at present stage, but ourcountry legislation on rural water environment governance is not enough attention, lead torural water pollution prevention and control of legal now in legislation, law enforcement andjudicial level there is a lot of defects. So this article through the introduction of the status quoof prevention and control of foreign law, according to the enlightenment of our country legalprevention and control of water pollution in rural area, together with the present situation ofour country present stage the status quo of legislation, law enforcement and judicial status quo,in-depth analysis the existing problems. Prevention and control of the author from the legalAngle, has analyzed our country rural water pollution prevention and control at the legislativelevel, the flaws of the law enforcement level and judicial level. That at present our countryrural area water environment pollution prevention law breach first is to perfect legislation, setup the correct legislative ideas, improve the system of rural water pollution prevention andcontrol. Secondly in order to ensure that the system can carry out well, strengthen lawenforcement. Finally this paper suggested that construction of agricultural legal aid system,establish environmental public interest litigation system, set up environmental protectioncourt innovation of perfect justice, for further solve the prevention and control of waterpollution in rural area appear all sorts of problems in the process of providing more perfect solution.In the study of this topic, I through visiting survey, deeply feel the part about the dangersof water pollution in rural areas, lack of law as well as the prevention and control of waterpollution in rural area. Therefore, this article from the perspective of legal control on thethorough analysis about the present situation of rural water environment pollution, moretargeted and feasibility.
