Tianjin Green Water project and the water environment of Tianjin were approached in this paper. The study showed that the water environment problems could be solved efficiently by the Strategic Environmental Assessment (SEA) and Water Pollution Prevention System (WPPS), which could also improve the ecological status. In addition, practical measures were presented.Firstly, the present status of water resource and water environment in Tianjin was investigated in detail. Based on this, six main problems were explored. Secondly, the research emphasis, which included object, evaluation purpose, hierarchy analysis, evaluation scope, supervisory routine and technique approach, were specified. As an assessment object, Tianjin Green Water project, which is different from other strategic objects such as area exploitation, industry development and municipal planning, aims to solve environment problems and improve environment status. Thus the emphasis of the SEA was put on validating the effect and the degree of this project on improving environment, reviewing whether the short-term and the long-term objectives of water environment protection can be attached or not. Thirdly, the rationality of object structure, the feasibility of total emissions control, the circumstance practicability and the rationality of investment structure were analyzed and evaluated qualitatively and quantitatively. Some suggestions about investment were presented.Aimed at the major problems of water environment, Tianjin water environment system was systematically distinguished based on Tianjin Green Water project SEA. The WPPS interpretive structural model, included seven system factors, was established, which centred around the three-element structure of pollution source, surface water and ocean. With the WPPS model, the functions and operation pattern of general system and sub-system were defined, the specific content in every part of the system was described and at last, the index system was set up to exposit systematical functions and to guarantee the operation.The SEA and construction of WPPS are significant to the solving of water environment problems. Using Tianjin City as a study case, the essentiality and emphasis of SEA to the improvement of ecological environmental plan were discussed, the procedure and method of SEA with emphasis on total emission control and environmental benefits were introduced and systematic theory including the establishment and operation of system about WPPS were put forward. The above work is very helpful to water environment protection and water pollution prevention in Tianjin as well as in other cities and regions.
