At present our country has entered into the phase of high incidence of suddenpollution incident, it is the inevitable result of industrialization development whichreaches a certain degree, especially in emergency pollution accidents accounted forthe proportion of water environment is the largest. Water is the base of life, and iflack of water, the society and human will be under threat. With high rates of waterenvironmental pollution emergency, the serious threat to our shortage of water, ithas become a social problem. After the leakage of pollutants come into the waterwithout effective control, with the carrier of water transportation, it will quicklymake the pollutant dispersion in large area, causing serious damage to theenvironmental sensitive area and water source, leading to unpredictable loss andsocial influence. Aiming at solving the water environment for suddenenvironmental pollution accident, and emergency disposal system is not perfect inour country, this article is on the basis of the analysis and research of the actualemergency disposal process, and build the case library and the emergency caselibrary, at the same time improve the contingency management process, and buildthe sudden pollution emergency disposal technology selection and evaluationsystem platform.Using the framework of knowledge representation, summarize and analyse thehistory case data, and then finish the case library. At the same time study theemergency disposal technology at home and abroad. Break up the emergencytechnology into three parts, emergency engineering, core emergency technologyand emergency materials. Emergency engineering is the foundation of emergencytechnology, the core technology is the main part of the emergency disposaltechnology, and the emergency material which is filled in structures actuallyprocessing pollutants plays a key role in the emergency disposal technology. Thethree parts is equivalent to the skeleton, constituting a complete emergency disposaltechnology. From what has been discussed above, build the emergency technicalframe structure as the foundation database of contingency screening technology.Based on CBR, use the key influence factors in the case as indicators of casematching, and build the similar function, forming the primary elective model of theemergency disposal technique. At the same time, build the emergency technologyselection and screening assessment index system, using the improved analytichierarchy process (AHP) and rough set information entropy theory, set up theweight calculation method of mixed optimization, and make assignment of the index attribute, building the technical screening model. At last, validate it by theactual case, and reach the reliability of the screening model.From what has been studied above, based on the Net platform, using theORACLE10g as the database software and the c#as the development language,build the pollution contingency screening technology platform and evaluationsystem, and program case library, technical library and screening model. Thesystem includes basic information data platform, methods model of platform andscreening decision-making platform. In the end, through the verification of actualcase, the system platform can preliminary screening of alternative case by casecharacteristics, then according to the emergency technology selection model, getthe ranking results of primary election technology. This platform can select optimalof sudden pollution emergency disposal technology quickly and accurately, helpingthe expert to make decisions of actual pollution events...
