The Level Evaluation And Research On Influencing Factors Of Industrial Ecological Transformation In Hebei Province

As one of China’s modern energy industry development in earlier region, Hebeiprovince is also one of the main energy supply base in China. In recent years, as atraditional industrial province and big energy consumption province, the contribution rateof energy consumption to economic growth in hebei province declined, and the carbonemissions caused by energy consumption has been growing rapidly. At present, hebeiprovince has entered a stage of rapid economic development, But the results have beenobtained at the same time, resources and environment cost greatly, the energy consumptionpresent a clear rising trend. We can learn from the research on the development ofecological level, the transformation of the mode of economic development and improve theeconomic benefit, to realize the harmonious development of economy and environment.The specific research contents and conclusions are as follows:（1）The basic theory and the analysis of the status quo. This part introduced thecirculation economic theory, low carbon economy theory and ecological theory, then westudied on the current situation of ecological industry development in hebei province. Inhebei province, to summarize the ecological industry development of11cities of hebeicomparative study on regional ecological development present situation, using the SWOTanalysis to the external affecting the development of ecological environment wereanalyzed.（2）Evaluate the ecological level in hebei province. Based on the characteristics ofindustry development in hebei province, this part collect17sets of data from2003to2012,using factor analysis to analyze the ecological industry development level of hebei province,it is concluded three main factors: industrial optimization factor, society factor, ecologicalenvironment factor, and then using the model to calculate the factor composite scores,evaluate the overall level of ecology. Using cluster analysis, then classify the17sets of data,summarize the influence factors of ecological industry development in hebei province is theresources factor, environment factor, technology factor and social and economic factors.（3）For the three influence factors affecting the development of ecological industry inhebei province to conduct a comprehensive analysis. By the means of regression with thevariable correspond with resource factors, environmental factors and technical factors andlevel of comprehensive ecological simulation respectively, to analyze the influence factorson the ecological function. At last, we found that resource factors reflect the energy efficiency, resources and ecological industry development level in hebei province isnegatively related; Technical factors reflect the scientific and technological innovationability, technological factors and ecological industry development level in hebei provinceshows positive correlation; the "three wastes" emissions in the Environmental factorsblocked the ecological development; ecological industry development level relationship isrelatively complex.(4) According to the analysis of factors influencing the conclusion, and puts forwardcountermeasures and Suggestions to promote the development of ecological industry inhebei province. This paper conclude that Hebei province should further accelerate theimprovement of ecological industry by transformating the pattern of economic development,establishing an effective restraint and incentive mechanism in environmental protection andimplementing the technology innovation based on the sustainable development thought.
