As the process of the urban-rural integration has been quickened, rural economy hasbeen fast-growing as well as the living level of peasant. But the rapid development ofeconomy is in stark contrast with the deterioration of rural environment. Currently, ruralenvironmental problems are the environmental pollution in agricultural production, in rurallife, in industrial pollutions. The industrial pollutions include the pollution townshipenterprises caused and urban pollution transferred to the rural. The serious pollution problemsthreaten the healthy development of the rural ecological environment and destroy thepeasants’ environmental rights. The reasons of history, society, economy and the townshipgovernment and enterprises lead to the pollutions of the rural ecological environment. Amongthese reasons, the dominant position of the peasants were not exerted is the most importantreason. Therefore, this article through introducing the dominant position of the peasantsexplores solutions to the problems.This article is totally divided into four parts to research the “rural environments”. Thefirst part relates the roles of peasants in rural environments. In real life, peasants always arethe maker of environment problems, the stakeholder of environmental costs and the bystanderof environmental protection. Yet peasants as the main force in rural, they should be theresponsible of the good environment,the sharer of environmental benefits and the supervisorof environmental protection. The peasants are the principal part in rural environmentalprotection. The second part makes the cases about peasants “role” mistaken. First, the ruraldemocratic system is not perfect; it is faint to combine with environmental consciousness andidea. These make the peasants can not really participate in the rural environment protect.Second, the rural system of resources property rights is not clear; environmental resourceshave public features, greatly weakened the peasants’ enthusiasm in the rural environmentalprotection. Third, lacking of the law to the protection of the rural environment, defectingenvironmental right-to-know and the judicial relief system is not perfect. The peasants lack oflegal protection in the rural environmental protection. Fourth, the lack of system of publicizing rural environmental information, and the government fails to perform his duties aswell as the companies ignore farmer interest, these made the absence of peasants’environmental right-to-know. The third part expresses the current situation about the abroadpeasants’ position in environmental protection. Anglicizing the situation of abroad peasants’environmental consciousness, the peasants’ participate in environmental protection and thepeasants’ environmental right-to-know. Provide useful reference for solving the problem ofrural environment. The last part we will state the suggestion on reconstructing peasants’subject status in environmental protection. Including four aspects: regular the rural democraticsystem, clear property right system of rural resources, perfect the law to the protection of therural environment and improve peasants’ environmental right-to-know.Currently, the human face environmental headaches are only likely to grow."Althoughthere is no guns, no smoke, but in killing creatures", no country or region can escape. In ourcountry, the rural environment problem has become the most serious problem to solve. Theconclusion of this article states that through studying the dominant position of the peasants inthe rural environmental protection, providing some theories to solve the problem of our ruralenvironmental pollution.
