As an economic mean to slove environmental problem, emission trading is usingmarket mechanism and the particularity of environmental resource, whose essence is inthe premise of pollutant emission control. Then, the total pollutant reduction, effectiveallocation of resource and reduction of social cost of pollution are achieved through it.The price of using emission right or transaction benchmark price is one of the points ofthe system design, which directly affect the implementation and effect of the system.Therefore, it is a key aspect of emission trading system design to build an effectivemechanism of price formation and operation for emission price, but also a problem needto solve for domestic emission trading pilot provinces and cities. In this paper, thetheoretical progress of the pollutant emission was screened and analyzed at home andabroad. Pollution abatement cost-based pricing method of emission right benchmarkprice was formed, which combined with the current status of emission trading and theenvironment, economic development in Chongqing.In this paper, survey campaign of industrial wastewater treatment was carried out,based on which elimination costs of COD and ammonium were obtained withequivalent pollution load method. The statistical,industrial distribution and effectfactors of the costs were analyzed. The results showed that the elimination costs ofindustrial COD and ammonium were1287¥/t-29035¥/t and2433¥/t-46560¥/twith weighted averages of4936¥/t and17755¥/t.77.8%and68.4%of theinvestigated enterprises treated95.5%COD and89.2%ammonium with the costs below8188¥/t and22470¥/t. The ratio of highest to lowest industrial costs of COD andammonium were1.88and1.95. There was obvious positive relativity between theelimination costs and the removal efficiency. It showed that no evident relativity wasfound between treatment amounts of wastewater and elimination load of COD andammonium.The total costs is composed of35%depreciation of capital asserts and65%daily running cost. The latter includes mainly materials cost and electricity costs.The maximum and minimum of social comprehensive elimination cost wasdetermined according to the cumulative probability distribution of elimination forregional industrial pollution. And it was divided into four cost interbal in equally spacedway. Simultaneously, the environmental pollutant emissions, per capita GDP andindustrial emission efficiency were evaluated as environmental, economic and social factors that affected the value of emission right. Each single factor was divided into fivevalue grades. Then, the comprehensive benchmark price calculation model was builtbased on emission right value evaluation model of fuzzy mathematics.According to the actual survey of industrial enterprises in Chongqing, theindustrial pollutant evaluation cost corresponded with investigated enterprises treated90%reduction was used as the upper and lower limit of benchmark price as well as themembership and weight of environmental pollutant emissions, per capita GDP andindustrial emission efficiency which affected the value of emission right. Calculated bymodel assignment, the emission benchmark price of COD and ammonia in Chongqingwas5000¥/t and13000¥/t. Compared with the the benchmark price of pilot provincesand cities across the country, the benchmark price of COD and ammonia of Chongqingwas in the upper level.
