Gasoline consumption of Pearl River Delta of China has been about63millions a year.The volatileness of gasoline is very strong and there is60thousands ton of oil gas (VOCs)volatilizes into the air each year, which is the main reason of Photochemical pollution. Inaddition, VOCs causes photochemical smog with nitrogen oxide which is hazards of people’shealth and ecological safety..What’s more, when VOCs reaches a high potency, it will makeexplosion easily. In the mean time, the part that oil gas volatilizes is the most valuable part. Asa result, efficient collection and sealed storage of oil gas will bring a good environmentalbenefit,social benefit and economic benefits.At the moment,Guang dong Clean Air Action Plan of Pearl River Delta is ongoing, andthe reform of sewage charges including NH-N、NOx、VOCs has been launched withdifferences in policy according to the effects of pollution abatement. In2010,the standard ofSO2、COD sewage charges have been doubled with differences in policy. What’s more, thereform of NH-N、NOx sewage charges has been approved. Millions of money has been putinto oil gas recovery in Guang dong and it is deserved to study how to design and perpect theproject.By the system of oil gas recovery and on-line monitoring equipment,it has achievedresults in pollution abatement.. However, it is not enough to completed the Clean Air ActionPlan with only the two methods. As the oil gas recovery and on-line monitoring equipmentmay work abnormally caused by people or aging machines. So ii is necessary to takeeconomic measure to stimulate enterprises to take the initiative to control pollution andreduce emission.
