Study On Environmental Risk Assessment And Environmental Emergency Plan For Chemical Factories

In recent years industrialization level of our country has been improved continously, and the number of chemical companies and parks has been greatly increased. At the same time, chemical industry as a high-incidence area of large or particularly large production accidents, which may causes disasters such as fire and explosion and is also associated with secondary environmental pollution accident. It is important for large accident prevention and beautiful China construction via improving environmental risk assessment and perfecting emergency plan of chemical companies. This paper summarizes the existing environmental risk assessment methods and accidents emergency plans, and studies the emergency accident characteristics, risk identification and impact prediction, hazards control, emergency plan construction, etc. Furthermore, taking one of zhejiang chemical factoies for example, the in-depth research is as follows:1. Based on the field investigation on the production process, raw material storage and transportation, pollution treatment, and plant layout of typical chemical factories, the major pollutant sources were identified and the influence of maximum credible accident on the surrounding environment was analyzed. Results revealed the characteristics of emergency environmental accidents and major pollutant sources of typical chemical factories.2. For the common security problems and environmental risk of typical chemical factories, the environmental risk assessment and accidents emergency plan were put forward to realize the risk prevention in production process, safety guarantee in storage and transportation process, and risk control in pollution treatment process.3. Based on the above researches, a perfect emergency security system for chemical factories in view of organization construction, equipment configuration, real-time monitoring, training exercises and accident disposal.
