A Study Of The Environmental Risk Assessment And Emergency Response Of An Organic Chemical Enterprise

In recent years, as the energy shortage problem is increasingly serious, the deep processing projects of organic chemical enterprise obtain rapid development and growth. Thus, the environmental risk assessment has gained widely attention and discussion. The raw materials, auxiliary materials and products involved in the projects of organic chemical industry all have the characteristics such as toxic, flammable, explosive. Therefore, the implementation of environmental risk assessment and emergency response mechanism for the organic chemical enterprise could play a role in preventing major environmental pollution accidents and secondary pollution accidents. In this work, on the basis of summarizing the main methods of environmental risk assessment in domestic and overseas, and the characteristics of the organic chemical industry, we have analyzed the characteristics of the emergencies of organic chemical enterprise, carried out environmental risk assessment of enterprise, and proposed procedures of emergency response and emergency measures. Moreover, taking an organic chemical industry in Hunan Province as an example, we carried out environmental risk assessment and established emergency response procedure. The specific researches results are as follows:1.Through analyzing the characteristics of organic chemical industry environmental accidents, these accidents which have complex sources of risk and environmental risk are easy to produce a domino effect, serious consequences, and have uncertainty and multiple hazards after the accident happened. In view of the above characteristics, the environmental risk assessment of organic chemical industry has heavy workload for risk identification screening and the difficulties in identifying, which results in complex effects and is difficult to be quantified. Besides, on account of greater potential risks, the difficulties of prevention and emergency have been increased.2.Based on the above characteristics and problems, this work carry out specifically discussion about the construction of environmental risk assessment system for organic chemical industry from environmental risk assessments, environmental risk identifications, source analysis methods and accident risk prediction methods.3.Take Changsha City, Hunan Province, an organic chemical industry as the object, aiming at the characteristics of plant location of this enterprise, the layout of plants, basic conditions of production, this work carried out environmental risk assessment and established emergency response system, and put forward specific discriminant analysis and computational analysis in aspects of environmental risk assessment, event risk analysis, environmental risk level assessment, environmental risk prevention and emergency response, which formed a meaningful case about risk assessment for organic chemical industry environmental and the establishment for emergency response system.
