Study On Ecological Compension In Poor Mountainous Areas From The Perspective Of Political Science A Case Study Of Taihang Mountains Area In Shanxi Province

Ecological compensation mechanism is a new type of resources and environment management model, an important and effective solution to the contradiction between economic development and ecological protection, and also an important part of China’s construction in new period, environmental policy innovation and the system of highly confidence. At present, our country is in the critical period of transition and social development, the economic development and ecological protection are both demanded in order to realize the comprehensively balance among the economic, political, cultural, social, and ecological civilization, and sustainable development. Especially in the poor mountainous areas, poverty exacerbated the destruction and deterioration of ecological environment, where the ecological can not be compensated timely. This kind of phenomenon is very serious in china. Mountain itself is an important part of the ecological environment, which is interdependent on earth, and also the source of water, energy, and biological diversity, protection of mountain ecosystem will play an important role in global ecological system. But today, almost all the mountains in the world are become the weak edge of the economic globalization. Based on the present situation,the ecological compensation mechanism problems existing in the poor mountainous area are chose as the research subject in this paper, with the example of the Taihang mountain in Shanxi Province which has the important strategic position, to solve the problem with some tentative exploration research and to explore a suitable method to solve the problem of mountainous ecological compensation in China and further promote it.In this paper, based on the theory of ecological compensation, the ecological environment system is analyzed comprehensively. Taihang mountain is one of the important mountains in China trend from northeast to southwest, crossing the Shanxi Province and the Hebei Province. It has its own particularity in ecological environment and social environment. First of all, the complexity of the natural ecological environment make its soil hard to be maintained, coupled with the mountain barrier which makes Shanxi Province with continental climate. It suffers the rain and heat at the same period, which lead the frequent natural disasters like the mountain rainstorm floods and landslides. Second, in the social ecological environment, the idea of local villagers is out of time. They dig for the rich coal resources in mountainous area without management, which damages the natural ecology. Shanxi boasts the most amount of the ground relics. It means the extreme importance of the forward protection of the natural ecology.In the view of the particularity in Shanxi Taihang mountain area, theory research, empirical research, case analysis and comprehensive analysis of research methods are adopted in this paper. The problems existing in the ecological compensation mechanism are summarized, including law, policy, management, social. Twelve questions in four social aspects are analyzed, specificated. Countermeasures include law, policy, fiscal and taxation support, and scientific management, the enterprise participation, supervision by public and the villagers’ support, and many other aspects, making the poor mountainous ecological compensation form a system of complete operating mechanism and providing a certain basis for the establishment and perfection of the ecological compensation in the mountain areas. The innovation of the paper is that based on the new Angle of view, try to study the problem from the view of politics. And launch a political science research of ecological compensation mechanism in poor mountainous areas with the example of the old revolutionary areas in Shanxi Taihang mountain, basing on the ecological compensation classification with the poor mountainous areas as the object. It not only conforms to China’s national conditions, but also has certain typical significance. There is some inevitable problems in the research and all are hoped to be perfected sincerely.
