With the rapid development of the global economy, the demand for resources grows increasingly, which requires people to continue to explore new materials to replace traditional materials. Under this demand, a new glass material replaces the position of the traditional signal transmission material. In recent years, the advantages of glass fibers are more significant, thus the use in the optical field spreads increasingly, particularly in the military and medical fields.This article briefly described the structure of the rare earth ions energy levels, such as light-emitting principle, also outlined the phosphate glass fiber development status at home and abroad and the use of communications, military, and optics. Matrix glass formulation were optimized by experiment and ultimately a phosphate matrix glass which has a high refractive index was determined. In this matrix glass, a series of doped phosphate glass samples were fabricated under the different proportion of Yb3+/Er3+concentrations.Then its physical and optical properties were tested.We can get the spectral parameters according to the data from the absorption spectrum. Finally after the comparison and analysis we determined the best performance glass samples.According to the performance of the glass sample, we selected the optimal formula as a research sample formula, and prepared Yb3+/Er3+co-doped phosphate glass optical fiber preform, finally designed and drew out glass fiber.
