As one of China’s major soybean industry area, Heilongjiang Province undertakethe important task of soybean supplyment to domestic market. Wilderness ReclamationDistrict is the largest soybean planting base in Heilongjiang province, the soybeans arenon-genetically modified, green, organic, so as welcomed by domestic and foreignmarkets. However, in recent years, foreign genetically modified soybeans came into thedomestic market, and non-genetically modified soybeans in Heilongjiang Province hasbeen badly hit, with sales of close to20%of the rate diminishing. In order to developHeilongjiang soybean industry, the key is to have strategic adjustment carried on soybeanindustry, to improve the corporate structure and product structure, to hold agriculturalproducts on deep processing projects, achieve the value-added transformation of soybeanindustry, and thus enhance the soybean industry market competitiveness. For the above,in order to better play the advantages of main producing areas of green bean, promotingthe development of soybean processing industry, Heilongjiang Land ReclamationBureau’s departure, agreed and authorized Heilongjiang Great Northern Wilderness Greenand Healthy Food Limited Liability Company to implement the6000soybean meal projectas a consideration of industrial layout.Based on the theory of project management, this article take6000tons soybean mealof deep processing project hold by Heilongjiang Provincial Wilderness Green HealthFood Co., Ltd. as an object for study,and namely carried out systematic research on thedesigning and evaluation of the projects. As for designing of the project, this article mainlydesigned from civil engineering, utility engineering, organizational structure and otheraspects. For the part of project evaluation, this paper selected financial benefits, socialbenefits, and project risk three dimensions to evaluate. In the process of argumentationin this article, the theory of project evaluation were first reviewed, analyzed the currentresearch of the world, so laid the theoretical foundation for the evaluation of soybeanprocessing projects. Then, making a brief analysis on each of the policy environment and market environment of the project,the designing of project proposals is mainly from theproduction technology and scale, the construction program, the organization buildingprograms and environmental aspects. Finally, according to economic analysis theory, theproject’s financial benefits, social benefits and project risk assessment are researched,which provides a theoretical basis for decision-making and implementation of the project.Through this research, we finally got the conclusion that6000tons of soybean mealprocessing projects of Heilongjiang Great Northern Wilderness Green Health Food Co.,Ltd. not only have a high investment value, as while in line with China’s industrial policiesof develop deep grain processing industry, also in line with the agricultural structuraladjustment of major and minor transposition proposed by Heilongjiang province.The projectcan play a positive role in the promotion of soybeans and related industries, meanwhile,it will help strengthen the quality and safety of domestic beans, it is possible to ensurethe public health and life safety and provide effective protection for people’s eating andphysical health.
