Urbanization has become the development trend of the world’s population, the starting point for the development of China’s urbanization is low, but the development speed is very fast.With the accelerating process of urbanization, the total amount of urban living garbage achieves a rapid growth and the phenomenon of "Junk Besieged City" has become a current severe environmental problem. Compared to the traditional garbage disposal mode, such as landfill and composting, incineration has obvious advantages in the minimization, sound, reclamation and has developed rapidly in recent years. The life waste incineration BOT project with large-scale investment, long construction period, slow capital recovery features, combined with limited financial resources, government, and government investment alone easily leads to lower operating efficiency, therefore, the introduction of social capital to join the competition mechanism has become a necessity.As a new financing method appears in the new forms of modern science and technology development, BOT model meets the need for infrastructure scale, systematic development in the process of industrialization and urbanization of the modern society and has become the trend of life waste incineration project. In view of the life waste incineration BOT project for the conservation of resources, improve the environment and achieve sustainable development of the country is of great significance, its benefit evaluation study is very necessary for stakeholders to provide additional information and decision-making basis, in favor of smooth implementation of projects and promoting the sound development of solid waste incineration industry.In this paper, life waste incineration BOT project as the research object, evaluating its benefit, particularly from the economic, environmental and social benefits three aspects. Firstly, analyzing the economic, environmental and social indicators, and on the basis of this analysis to build economic, environmental and social benefits evaluation index. Secondly, by using AHP to determine the weight of evaluation indexes, constructing a set of life waste incineration BOT project benefit evaluation index system that contains economic benefit evaluation index, environmental benefit evaluation index and social benefit evaluation index. Then, using multi-level fuzzy comprehensive evaluation method combined with a specific example of life waste incineration BOT project to evaluate the comprehensive benefit of life waste incineration BOT project. Finally, according to the research of this paper, put forward some strategies and recommendations to improve the life waste incineration projects. Also put forward some countermeasures and suggestions for how to better implement garbage incineration BOT projects, specifically from the government, enterprises and the public three aspects.
