With the development of productivity, environmental problem has become a commonchallenge for global people. In the process of coal combustion, it may produce the toxic gasessuch as sulfur dioxide and greenhouse gases such as carbon dioxide, which make the globalclimate warming, or make the atmospheric environment polluted, or bring in the fog weather,and a series of consequences will seriously threaten humanity’s survival and development. So,for our country, which coal is the main energy, studying the influence of coal utilization toenvironment and the potential of energy conservation and emission reduction will enrich thetheory of sustainable development, provide important basis for reasonable distribution ofenergy conservation and emission reduction targets, and have the vital significance forachieving carbon reduction commitment, solving the problem of environmental pollution,promoting the sustainable and healthy development of economic.This article used the panel data from the year of2003to2012to analyze the impact ofcoal utilization on the waste gas and sulfur dioxide and tobacco dusts, through the method ofpanel unit root test, panel cointegration test, panel model estimation and panel grangercausality test; taking the example of thermal power and steel industry, this article used theindexes of the coal consumption in coal-fired power generation and coal-fired power supplyto compare energy consumption of our country with Japan in thermal power industry, andused the indexes of the comprehensive energy consumption of per ton steel, process energyconsumption, and compareable energy consumption of per ton steel to compare energyconsumption of our country with the international advanced level in steel industry, and calculated the energy-saving and emission reducing potential in the coal utilization of the highenergy-consuming industries in our country.The results showed that coal utilization had impact on the environment, particularly interms of atmospheric pollution, and the accumulation of environmental impact was obvious,because coal consumption was relatively large in our country. Also, the results found thatthere was higher consumption of coal-fired industry, and greater energy-saving potential ofcoal utilization in our country, through energy technology innovation of coal utilization, toachieve energy conservation and emissions reduction, and then to achieve the goal ofreducing environmental pollution. Therefore, by energy technology innovation our countryneeded to implement two-pronged energy policy, which included the structural adjustment ofenergy and the efficiency improvement of coal utilization.
