| In recent years, with the rapid development of our economy, continuously improvement of people’s living standard, rapid growth of consumption, municipal solid waste (MSW), as a byproduct of our daily consumption, is growing rapidly. At present, many cities are suffering the pain of’garbage siege’, which causes the extensive concern of the whole society. A research data of MOHURD(Ministry of Housing and Urban-Rural Development) shows that more than one third of the cities in China are surrounded by MSW. Obviously, MSW is wasting a lot of land, damaging the appearance and environment of cities, also doing harm to people’s health. And this requires a higher performance of government’s public management ability. Therefore, central government and local governments are putting more attention on MSW and have taken some positive measures. But MSW management is a complicated system engineering, which means wide range and multiple factors, more exploration and research is still needed to effectively solve this difficult problem.This article, aiming at the difficulty of MSW management in our country, taking Yancheng, Jiangsu province as an example, studied the key factors influencing the MSW management. It also analyzed the situation of MSW management in Yancheng in the form of questionnaire; discussed main causes restrict Yancheng’s MSW management; summarized the developed countries’experience of MSW management; put forward suggestions like innovating government’s management mode, completing laws and regulations, strengthening information sharing and technology development, improving classification recycling system, encouraging rubbish-disposal industrialization, promoting the whole society to participating in the MSW management. So that, the scientific and effective comprehensive control mode of MSW management suitable for China’s national conditions can be formed, and then, can be the reference for improving MSW management in Yancheng city even in China. |
