Research On Setting Environmental Credit Estimate System Of Corporate In Shanghai

The system of enterprise environmental credit rating estimate is an important part of social credit system, the coordinated development of the market economy and environmental protection cannot be separated corporate environmental integrity. This system contains:Corporate environmental credit information recording methods, corporate environmental credit information evaluating methods, Construction of corporate environmental credit information platform. It is an advanced means or measure of environmental management in conformity with national conditions and suitable to the demand of developing socialist market economy as well as important supplementation to and perfection of current environmental management systems. Since people have quite limited level of knowledge of the system of enterprise environmental protection action credit rating, this paper provides relatively systematic analyses of the basic concept, importance, significance, and role of enterprise environmental protection action credit rating evaluation. On this basis, it performs relatively systematic study on corporate environmental credit information recording methods, corporate environmental credit information evaluating methods, and set the scheme to build the corporate environmental credit information platform.As major participant in enterprise environmental protection action credit rating activities in Shanghai, I took part in working out the Interim Measures for Enterprise Environmental Protection Action Credit Rating in Shanghai by carrying out discussions with a number of organizations and experts such as the State Environmental Protection Administration, took charge of junction efforts between functional governmental services, enterprises, news media, experts, and the public, took part in working out the rating target system, rating criteria, and rating method for Shanghai, collected and checked enterprise submittals, performed trial rating for three successive times, modified the target system and rating criteria, and successfully.completed the first round of enterprise environmental protection action credit rating activities in Shanghai.Main conclusions:(1) the system of enterprise environmental protection action credit rating is an effective means or measure of environmental management. Since its design and implementation techniques and procedure are not complex and relevant software/hardware conditions are relatively easy to achieve, it becomes a flexible, highly operable means and policy of environmental management. For current status of urban environment management in China, the system can be developed and implemented successfully in most cities as long as appropriate training and technical consultation are provided.(2) Publicity of enterprise environmental protection action credit rating results can effectively stimulate enterprises to reduce pollution and improve their environmental protection actions. Those enterprises as participant in such rating make an especially strong response. They consider environment credit as important as their financial credit and business credit and treat rating results properly. In particular, enterprises that are rated as red or black class treat them and search for reasons seriously, work out corrective measures, and endeavor to be upgraded at next time of rating. Some of the enterprises deem environment credit rating as a new turning point for development, achieve energy saving, reduction of consumption, and reduction of pollution through emphasis on environmental protection as impetus to management, and finally attain the object of increased efficiency.(3) Support from and participation of governmental services are vital and participation of the public is also absolutely necessary. In China, only environment administrations and other functional services possess relatively particular, credible documentation and information about enterprises. Moreover, support from and participation of local governments is also particularly important. In current stage, an environment administration will confront enormous resistance from enterprises in the course of information disclosure without support from local governments. In the stage of try-out and generalization of enterprise environmental protection action credit rating, the system obtained affirmation from the State Environmental Protection Administration and obtained considerable support from Shanghai Environmental protection Bureau and local governments during its implementation. There has been some accumulated experience in enterprise environmental protection action credit rating, yet a number of problems still exist such that they impede development of the task to some extent.(1), relevant legal basis and guarantee are missing, so it is not obligatory.(2), operating mechanism of such rating remains to be further improved.(3), some rating targets are imitational resulting in objective imparity in the course of such rating.(4), enterprises participating in disclosed information rating is major industrial ones without involving other industrial ones and tertiary-industry ones, so there is limitation with respect to the range.(5), strength of consensus/publicity and public participation is insufficient and remains to be further increased.
