The Research On The Construction Of Mining Geo-environment Monitoring System Of Hunan Province

The18th congress of the party has vividly depicted the long-term plan on promoting the construction of ecological civilization, which was into general five-in-one layout. Promote comprehensive mining environmental management, coordination between economic development and resource protection, is an important part of ecological civilization construction. But for present purposes, there are many serious geo-environmental problems, including mine geological disasters, destruction of land resources,etc. Hunan Province is rich in mineral resources, and excessive mining intensity has caused increasingly prominent problems, seriously affecting the safety and quality of residents’ life. Therefore, mine geological environment protection has become an important topic of public concern.The construction of the mine geological environment monitoring system contributes to achieving shift from static to dynamic in the monitoring and evaluation. It also provides timely and reliable data base for rational exploitation of mineral resources, the protection of mine geological environment, carrying out mine geological environment recovery and early warning, and the government sector planning, decision-making. Hunan Province has already started to build such a monitoring system, but there still are many problems, leading to inadequate effect. Accordingly, it is of important theoretical and practical significance to summary system problems, analyze the causes, and then explore the mine geological environment monitoring system that is in line with the actual situation in Hunan Province.The following four aspects constitute this paper.Part Ⅰ:the research background and significance of the research status, content and methods of introduction.Part Ⅱ:Concepts and theoretical basis.Part Ⅲ:Inspect the reality on the conduct of Hunan mine geological environment monitoring system construction by the field research and interviews with experts,summarizing the achievements and the main problems, and comprehensive analysis of the causes.Part Ⅳ:Proposals to build the system:to improve the legal system, unified regulatory leadership, train monitoring awareness, increase monitoring of investment, improve the quality of personnel and the monitoring information system.
