Research On Energy Saving And Emission Reduction Of Chengdu Based On Government Instruments

Nowadays, energy security and climate changes have been becoming a global problem. In order to deal with the energy shortage and global warming, and to maintain sustainable development, we need to enhance and advocate energy saving and emission reduction. The Chinese economy, national strength and living standard have all been rapidly promoted during the last few years. However, due to these developments, the Chinese environment pollution is getting severer, and harms its social harmony. In the mean time, supply and demand imbalance does become much more visible with the increasing scale of Chinese cities. In the contrast to traditional "high emission high pollution high energy consumption" developing model, more and more cities are now tend to choose the low carbon developing model. Chengdu city, as one of the low carbon developing representatives which claims to fight to become a "carbonless garden city", has been paying continuous attention&making numerous policies on energy saving and emission reduction.This paper analyzed the demand of public energy saving and emission reduction policies based on Industrial development, energy consumption and pollution emissions. This paper also gathered the policy document on Chengdu’s energy saving and emission reduction for the last5years; established a policy analysis framework consisted of dimensions of basic policy tools, policy direction and policy implementation based on the research outcomes of previous studies and the self characteristics of energy saving and emission reduction policies. Besides, this paper has anatomized the problems, for example, the imbalance on policy tools’ selection and policies’organization&construction in Chengdu’s energy saving and emission reduction policy making system, by setting energy saving and emission reduction policy documents as analyzing subjects; splitting its contents; and defining, coding, evaluating&analyzing the individual units&categories. Finally, this paper did sort out some suggestions relate to the energy saving and emission reduction policy making for the relevant organizations&departments.
