Global warming has become one of the most indispensable environmental issues in the international community.The massive consumption of fossil fuels has led to the accumulation of greenhouse effects,which not only cause irreversible damage to the environment,but also seriously threaten human beings.Experts and scholars deeply understand that controlling carbon emissions is the key to solve environmental resource problems,and found that energy-saving and emission-reduction is one of the most effective methods and measures.As the largest developing country in the world,China is a major energy producer and consumer.The rapid economic growth has brought about large energy consumption,resulted in a large amount of carbon emissions,which conduce a seriously impact on resources and the environment.Therefore,how to change from an extensive economic development mode to a green sustainable development mode is an urgent task for us.To solving environmental degradation and reducing resource consumption through energy-saving and emission-reduction,furthermore controlling global warming and reducing greenhouse gas emissions has become a key topic for scholars.As one of the main measures to control carbon emissions under the market economy,carbon trading is of great significance for promoting the development of energy-saving and emission-reduction.Essentially it reduces or eliminates distortions in the allocation of environmental resources through market mechanisms,thereby achieving pollution control and further achieving the aims and expected goals of energy-saving and emission-reduction.In recent years,the state and the government have attached great importance to the establishment and promotion of a national unified carbon emissions trading market and system.Since the launch of Shenzhen's first carbon emission trading market in 2013,it has undergone pilot projects in seven places.By the end of 2017,the National Development and Reform Commission's official announcement of the launch of the national unified carbon market marks a new stage in China's carbon trading.The characteristics of externality and public welfare of energy-saving and emission-reduction make it can not be adjusted only through market mechanisms,but also rely on the state and the government to formulate a large number of policies to promote.Due to the numerous factors affecting energy-saving and emission-reduction in various fields,single or excessive emphasis on the use of a certain policy may weaken the effect of the energy-saving and emission-reduction or even affect the economy adversely,so how to coordinate different policies or through different fields Crossborder cooperation between different departments makes the policy produce good synergy,which is of great significance for promoting sustainable development and energy-saving and emission-reduction.At present,there are great differences in the development of economy,energy and environment in different cities or regions in China.How to establish a national unified carbon trading and energy-saving and emission-reduction system to achieve balanced development is one of the major difficulties we face.Therefore,this paper starts from the actual situation,combines carbon trading with energy-saving and emissionreduction system,and introduces the policy management mode of “policy coordination”,trying to explore the policy coordination problem of energy-saving and emission-reduction in different regions or cities from the perspective of carbon trading.First,constructing a three-dimensional nonlinear dynamic model that includes energy-saving and emission-reduction,economic development,and carbon emissions,which are closely related to energy-saving and emission-reduction systems,and introducing carbon trading constraints in the three-dimensional energy-saving and emission-reduction system(ESER).A class of four-dimensional nonlinear dynamic models is analyzed and illustrated for the dynamic behavior of the system.Then,it is proved by theory that the energy-saving and emission-reduction systems of the two regions can be developed simultaneously,and further research shows that the peak carbon emission in a certain period is the key to the coordinated development of energy-saving and emission-reduction systems in the two regions.On this basis,we explore the coordinated development of carbon trading which is very important in energy-saving and emission-reduction under different carbon emission peaks,and analyze the various factors affecting the energy-saving and emission-reduction system.Then,through the adaptive synchronization control direction,it is theoretically proved that the energy-saving and emission reduction systems under the constraints of carbon trading in two different cities or regions can be developed simultaneously and the peak carbon emissions in a certain period of time is the key of the development of energy-saving and emission-reduction systems in the two regions.On this basis,according to the statistical data of Beijing and Shanghai,the parameter identification based on the improved BP algorithm and the numerical verification method are used to show the evolution process of the synchronization state in the two regions clearly.The evolution of carbon trading which is very important in energy-saving and emissionreduction system under different carbon emission peaks is analyzed.Finally,based on the results of empirical research,the policy management model of “policy synergy” is introduced and discussed.From the variables affecting the energy-saving and emission-reduction system,detailed analysis is carried out from different paths,and collaborative thinking is used to solve the cross-border problem of energy-saving and emission-reduction systems in different regions or cities,This provides a new method and idea for the synergetic development of energy-saving and emission-reduction in different regions or cities.
