Based on LRP study and research of ELVs recycling model all over the world, combined with the existing problem in the construction of ELVs returned logistics network in China, using integer programming theory, system theory, the modern intelligent algorithm and the method of the combination of qualitative and quantitative and combination the theory with practice, this paper mainly discusses the problem of LRP in the returned logistics network system of ELVs. It not only reflects the scientific and reasonable network planning, but also reflects the theoretical significance, which provides the theoretical guidance for the construction of the returned logistics network system of ELVs. The main research of this paper is divided into three parts:Firstly, literature reviews. This paper discusses the background information and meaningfulness. It widely collects and sorts related researches all over the world on this basis, including location problem, VRP, LRP and the construction of the returned logistics network system of ELVs, and grasp the research status and dynamic deeply, which has laid the foundation of subsequent research.Secondly, considering the cost optimization in ELVs recycling logistics network, this paper puts forward optimization model of ELVs recycling logistics network location-routing problem, which can effectively reflects the coordination optimization of two level logistics node location and routing arrange in ELVs recycling logistics network. Finally, through making a study on genetic algorithm and tabu search algorithm, and comparing the strengths and weaknesses, this paper designs the combination of genetic algorithm and tabu search algorithm) for solving the model.Thirdly, empirical study. To verify the correct of the established model in practical application, combined with the designed algorithm and the model to X company in Chengdu by using the mat-lab. This paper determines the location of disposal center and distribution center, and the route arrangement between disposal center or distribution center and recycling center in ELVs recycling logistics network of this.
