Along with the people’s living standard is increasing, the number of food waste in the growth, it will seriously pollute the environment, and endanger people’s health, if not timely recycled. The food waste has two attributes of resources and the hazard, the effective recycling can turn waste into treasure.The food waste is different from other living garbage. For example, high moisture content leads to the particularity of transportation; the perishability of food waste leads to the particularity of processing time; the regionality and seasonality leads to the particularity of the recycling and processing; the special nature of mixing leads to the particularity of the sort application; the special harmfulness of food waste leads to the particularity of the recycling rate. According to the particularity of the above summary, the paper constructed a food waste recycling system, put forward the construction principle of food waste recycling system, and made the flowchart of food waste recycling system.In the food waste recycling system, the paper analyzed the behavior and interests of food waste producers, kitchen waste administrative unit, the third party logistics enterprise and the recycling department of the government. It modeled food waste producers and builded the game model of between logistics enterprises and the government. Through the analysis of the parameters, it pointed out the related factors that affects the recycling of the food waste, and will provide a theoretical basis for the formulation of relevant policies.In order to solve the prediction problem of food waste production, it established the econometric model, proposed the formula of the number of food waste making use of the population quantity. In order to analysis of the factors which influence behavior for food waste, it designed the questionnaire, and constructed equation models through the TPB theory. The model is solved by the software lisrel. It got the influence degree of various factors to producer behavior of food waste. In order to solving the problem of the location-routing of the food waste logistics facilities, it established a mathematical model of the smallest overall operating costs of food waste reverse logistics system, through the 0-1 programming and the graph theory of the minimum cost and maximum flow.Finally, the evaluation principle and index system of the recycling system was provided, and the paper put forward a relevant model.
