| Coal terminals, which provide docking, supply and maintenance services for coal bulk carriers, are the start point and end point of the line of water transportation of coal. They also serve as coal stockpiling bases, transporting bases, and conversion bases of coal from water transportation to land transportation. The operation of coal terminals is consists of coal handling, transport, stockpiling, uploading from train and so on. At the present stage, the rapid development of China’s economy is accompanied by a surge in demand for energy, and under this circumstance, coal terminals begin to develop rapidly. As an important component of the national economy, coal terminal played a key role in the development of it.Low-carbon and green coal terminal is a new and evolutionary concept of coal terminal on the basis of sustainable development, and the evaluation of low-carbon and green coal terminal includes building evaluation index system and the choice of evaluation method. Related research content and results are as follows:First, based on the theoretical results of sustainable development, low-carbon economy and green economy, a systematic analysis of the concept of low-carbon green coal terminal is put forward, and thus the sustainable philosophy, the concept of low-carbon and green is determined as the development idea of coal terminals. By comparing and analyzing the development of domestic and foreign coal terminals, this paper notes the problems in the development of low-carbon green of the coal terminals of China.Secondly, this paper classified the operational process of coal terminals into three parts:loading and unloading process of coal bulk carriers at dock, production process at coal terminals, production and service activities of the enterprises of coal terminals. The specific steps for each activity of the process are analyzed concretely, and the non-green, non-carbon factors affecting the low-carbon green development of coal dock are found through the analysis of the shark chart.Then based on the analysis of the production and operational flow of coal terminals, this paper builds a low-carbon green coal terminals evaluation system, including the determination of the evaluation index weight, analysis of the relevant qualitative and quantitative indicators, and evaluation with the matter-element extension evaluation model. And this paper takes Tianjin Coal Dock as an example for evaluation to determine the extent of its low-carbon green degree.Finally, according to the evaluation results, and combined with current development stage of coal terminals of China and the existing problems, this paper proposes relevant measures from various aspects, which will serve as guidance for other domestic low-carbon green coal terminals in the construction process. |
