The advancement of society and economic development is an inevitable path for human survival and evolution. However, this development is constantly producing a byproduct-environmental pollution. Before the Industrial Revolution, human society presents a natural development of economy, which was slow and consumed limited amount of resources. Consequently, the negative impact on environment was not completely revealed. But since the eighteenth century, with the boost of the third Industrial Revolution for human evolution, it also had negative influence on the human environment and caused great damages.With the general forwarding trend of the human economy, and also because of differences in each country, races, regional geographical position factors, cultural traditions, politics, resource, population disposal, and the development of society and economic, the economy of our country now indicates an unbalanced state. Nowadays, our nation, races, and regions are now developing with great diversity. From a global perspective, developing countries and developed countries co-exist in this world. In a specific country, a tremendous gap between the wealthy and poorness widely happens as well. This unbalanced state of development is caused by economic development and it resulted in more uneven development. The intervention between these factors can be reviewed and studied from many perspectives, and the transfer of environment pollution is one of them.For a country, especially which adopts unitary political system, why would unbalanced regional environmental pollution occur? Differences in the level of regional economic development is the main reason of transfer of regional pollution generated by economic factors, and is also the underlying factor; Basing on the level of economic development in environmental legislation, law enforcement and judicial differentiation is legal factors inter-regional transfer of environmental pollution; Use economic as only measure to determine the development of regional development policy factors interregional transfer of environmental pollution; People lack of environmental awareness, cultural factors are inter-regional transfer of environmental pollution.Inter-regional transfer of environmental pollution not only negatively impact on the ecological environment but also our social life. Meanwhile it violate environmental rights theory, the theory of sustainable development, environmental justice theory contrary. Thus the passing related law for controlling pollution transfer is becoming necessary and stringent. From a more wide view, there are two paths of regulation control, the first method is from regulation making, including principle of full responsibilities must be taken by polluters, and improvement of the environment into the system, the establishment of an environmental tax system. The second method is from the implementation mechanism, including exploring the establishment of public participation in environmental protection system, establish and improve the environmental public interest litigation system and to raise public awareness of environmental protection and so on.
