Carbon cycle is the basic elements cycle of the Earth and it plays a vital role in sustainable development of human society. The concentration of atmospheric greenhouse gases such as CO2caused global environmental change and increases a serious threat to human survival and sustainable socio-economic development. To take carbon management into the process of urbanization is the key to achieve regional sustainable. The city is one of the components, and an important part of the global carbon cycle research. It has an important significance in understanding of the driving role of human social and economic activities to the carbon cycle, and can provide scientific support for carbon management.Previous studies have concentrated on single carbon source instead of accounting from the perspective of complex ecological systems or from a macro perspective for urban carbon emissions. The paper take energy consumption carbon emissions, industrial processes carbon emissions and agriculture carbon emissions into carbon accounting model of Jinan City. Carbon emissions from2001to2011were accounted, and its emission characteristics were analyzed. The results show that from2001to2006, the total carbon emissions of Jinan has increased a lot and reached maximum in2006for approximately1919*107kg. Then it decreased until2011for1245*107kg.From2001to2007, industrial energy consumption carbon emissions of Jinan City showed rapid growth and reach the maximum in2007. Since then, due to the slowing pace of industrial development and adjusting of industrial structure, the carbon emissions of industrial energy consumption declined slightly, but overall it remained on a high level. Comparing carbon emissions of all industrial sectors, the following sectors have the most amount of emission, electricity, heat production and supply,raw chemical materials and chemical products manufacturing, ferrous metal smelting and pressing industry, non-metallic mineral products industry and petroleum processing, coking and nuclear fuel processing industry. In2011the carbon emission intensity of Jinan City was0.282*103kg/million, or0.174kg/dollar which is higher than the world average and the national average.According to the research results of carbon emissions and the emission characteristics, the paper proposes policy recommendations as followings.1To promote industrial optimization;2To change the energy structure and promote the use of clean energy;3To promote the carbon industry energy conservation technologies;4To save energy and improve energy efficiency;5To enhance the protection of carbon sinks such as carbon sequestration.
