Smart power Community is a complex and giante systematic project, includes low-voltage distribution, telecommunications, home appliances, construction, network services, and many other areas. Smart power community possess multiple functions, such as meter data acquisition, smart home, network convergence, electric vehicle charging service, distributed energy access, intelligent two-way interactive services, demand side response etc.. Therefore, the intelligent power of community building is an important component in constructing of smart grid electricity. It is an important way to improve the intelligence level of low voltage distribution network and enhance the ability of of electricity services. It is also reflects the low-carbon economic and new energy layout of chinese government.Firstly, this paper reviews the construction background and development of smart power community for domestic and foreign country.. Then, the framework of this system is designed based on the development plan of govement, guiding spirit of State Grid Corporation of community building about the smart use of electricity and the actual supply electric power companies in Zhejiang Province Environment and smart power technology development status. The design ideas and the key technologies are put forward, including the modules of meter data acquisition, smart home, network convergence, electric vehicle charging service, distributed energy access, intelligent two-way interactive services, power community supervisory control and fault quickly response.Secondly, the technical research and implementation of program are designed of the area network, electricity information collection system, smart home modules are detailedFinally, the design and implementation of the smart power community are summarized. The the future development are prospected, and the corrective actions of the research work are also suggested in this paper.
