The Power industry is the leading basis industries of the national economic and occupies an extremely important position in the national economy. In2002, China electric power system has been reformed as the core content of "separating of power plant and grid, bidding of power generation fields", introducing competition, breaking up monopolies and establishing a new market mechanism. Along with the progressing of the markets-oriented reform in Chinese electric power enterprises, all the power generating enterprises are studying and developing the real time operation monitoring system in order to enhance their competitive ability in power marketThe system is a data bridge between the distributed control systems and the enterprise management systems, and also provides the multi-level real-time data for management. Based on the distributed control system and for the purpose of economic operation enterprise efficiency, the system can control of the electricity production process, which increasing the safety and reliability of the unit by using advanced and efficient algorithm in the profession.This paper briefly introduces the concept, significant and technical and industrial background of the system, then it illustrates the primary problems needed to be solved in implementing the it. The objectives for Northeast Company plant to invest and implement the system are to achieve the enterprise management objectives, and to promote producing management level. According to the system technology and application characteristics including the database design management, data collection interface layer, support software layer, the client application software layer four levels of distributed software system structure. The major design of the system is the LiRTDB real-time database system and based information platform on Web Service technical.The aims to implement this system are to achieve the real-time monitoring of producing and operating optimization and scientific operating examine, and to actualize economic analysis to effectively support power market competition.
