With the rapid increase of air traffic flow, the work pressure of air trafficcontrollers keeps increasing. The imbalance of flight flow in different areas and thestructures of airspace inconsequently make the controllers being tiredness chronically.So, the research of ATC workload is significative to arranging capability on dutyrationally and making sure the flight safety, and also has something to do with theperformance assessing.In the paper, we introduce the background and actuality of the study of air trafficcontroller workload firstly, then the working mode and classify of air traffic control,introduce the departments of ATC based a whole flight course. The causes andcharacteristics of two kinds of workload be discussed after the classification ofcontroller’s workload. Then make certain the evaluating of ATC workload andestablish the mathematic model of workload.The dissertation analyzes the function of the system, illuminates the generaldesign plan and design principles particularly, and also presents the overall structureblock diagram of the system. Discuss the function of the modules of system and thedesign conception of performance assessing. The dissertation describes the picking-upand statistic of flight number, design and amelioration of communication saturationarithmetic, design conception of time module, and give part of codes.The system has achieved the function of ATC workload testing through fightnumber and communication saturation, the arithmetic of communication saturation,especially the statistic method according to time slice has an important reference tothe field which is similar to cumulative sum of the time.
