With the continuous growth of air traffic flow, airspace capacity has not been satisfied with the needs of air traffic any more. The congestion problems of terminal control airspace are becoming increasingly serious, which will become the bottleneck of air traffic safety. How to use the airspace resources scientifically and rationally has become the pressing issue of the airspace planning departments. Hereby, the research of optimizing terminal area airspace structure has the significance not only for improving the overall capacity of terminal area airspace, but also alleviating the workload of controllers, relieving pressure on air traffic and ensuring the safety and smooth of air traffic.This paper connected with the actual airspace situation of China's terminal area, and researched the method of sector optimization based on Voronoi diagram. Firstly, the theory of sector design for terminal area had been analysised systematically. The influencing factors, principles, methods and ideas of sector planning were introduced in detail. Secondly, this paper proposed the concept of Voronoi diagram, suggested its generation method, classified and calculated the workload of controllers. Based on the balancing of controller workload, this paper studied the actual physical constraints of sector partitioning systematically, synthesized and quantified the major principles of sector constraints, and constructed the model of sector partitioning of terminal area. Then according to the use of Parthenon-Genetic Algorithm in Guangzhou terminal control airspace, achieved the optimal design of sector structure of Guangzhou terminal control airspace, verified the feasibility and effectiveness of the model, preliminary researched the dynamic sector partitioning issues and proposed two division schemes. Finally, based on the model and algorithm, the terminal area sector optimization system was designed and developed by using Visual C++ 6.0 as the main development tool and the platform of Windows XP on the original civil airport capacity assessment system.
