With the rapid development of civil aviation industry, air traffic environment is becoming increasingly complex. Reasonable and accurate evaluation of the operation capability of airspace system has become an important basis for balancing airspace resources and demand, implementing collaborative management between airspace capacity and traffic flow and mitigating flight delays. Tolerant level of controller is the decisive factor for airspace capacity. The objective factors, such as operating environment, and subjective factors, such as individual differences on controller workload are becoming increasingly interactive in control procedure, so it is necessary to carry out further research on sector capacity evolution, especially under the complex environment in which multi-sectors are coupling operated, in order to make the sector capacity evaluation results more accurately.To make research on this subject, the background and significance of this research was discussed, and the domestic and foreign research on ATC workload assessment and air traffic control complexity were analyzed. Then the concept of coupling of sector was put forward. According to the different attributes between sectors, the coupling of sector was divided into static and dynamic coupling, and the mathematical models were also built with the concept of control complexity.On the basis of several commonly used controller workload evaluation method, a new measurement method was put forward. This method divided the controller workload into four kinds of workload, respectively are the background load, the base load, the cyclic load and the conflict load. By analyzing the mechanism of sector coupling on controller workload, a new workload evaluation model considering coupling of sectors was established. Based on the new model, new capacity evaluation process and calculation method were proposed. Taking Shanghai control sector No.12 as an example, the proposed model and method were verified. Finally, the main contributions and inadequacies were summarized, and the future research direction was viewed.
