Risk Evaluation Of Urban Rail Transit Project Based On PPP Mode

The capital demand of urban rail transit construction is great, past invest modethat is supported by government finance makes the service efficiency of funds is low,a large number of social idle funds can’t be reasonable used. In this case, introductionand application of PPP model of urban rail transit construction field actively attractsocial capital to participate in the construction of infrastructure, coordinate bothjustice and efficiency. Due to the understanding of some projects risk types are notclear in project prophase, it cannot be objective understanding of the importance ofvarious risk factors, all that lead to a small number of rail transit projects cansuccessfully use this mode. In view of this, China urgently needs to establish ascientific and rational PPP project risk evaluation system to improve successlikelihood of the project.This study first analyses research background and research status of urban railtraffic, summarizes the characteristics of urban rail transport and the use of the PPPmodel economics motivation based on the specialty of the quasi-public goods ofurban rail transit, then identify the successful implementation of the preliminary list ofrisk factors that have an important impact of China’s urban rail transit project in PPPby the method of the analysis failure case, expert discussion，survey important degreeof risk factors and influence relations with others through using the questionnairesurvey. The final risk factors list which contains18risk factors, they are including6aspects: political risk, economic risk, legal contracts risk, environmental risk,completion risk, operation and maintenance risk.Secondly, the paper systematic summarizes the strengths，weakness and scope ofexisting risk assessment methods. Risk assessment method selected should meet thecost-benefit principle and in accordance with the steps of the risk assessment, summedup the selecting principle of PPP project risk evaluation methods from the aspects ofinformation collection and analysis technology. In consideration of intricaterelationships among the risk factors in the project, it needs to choose analytic networkprocess（ANP）to evaluate the risk factors, then constructing project risk evaluationmodel, finally study the case by SUPER DECISION software and get relative weightand the sort of the risk factors to analyze the results.
