Institutional Analyses Of Municipal Engineering Environmental Impact

As an environmental externality，effective solution of municipal engineering environmentalimpact depends on how environmental institution governs and restricts it. There are lot ofproblems about present situation of municipal engineering environmental impact, which is highrelated with its environmental institution and deep system root.Taking ecology, institutionaleconomics and some theory of public management as guidelines, this paper summarizes presentsituation of municipal engineering environmental impact with case study, document research andcomparative analysis. Secondly, based on the theory of externality, this paper putsforward the environmental externality nature of municipal engineering environmental impact,points out that the market is failure when facing environmental externality, analyzes that theenvironment system is one of the variables of municipal engineering environment influence, andspecifically discusses the composition and development of municipal engineering environmentsystem. Again, this paper elaborates the root of municipal engineering system of environmentalimpact respectively from the public finance system, environmental impact assessment system andenvironmental standard system, environment audit system. Finally, this article puts forward someimprovement suggestions on environment system about municipal engineering in order toincrease municipal engineering environmental benefits.In this paper, the basic conclusion is: various ecological environment impact of urbanecological environment brought on by municipal engineering and so-called municipalengineering environment system defects including system of environmental impact assessment,environmental standards system, environment audit system, public finance system areinseparable. Current environmental impact of municipal engineering and the backwardenvironmental benefits is deeply rooted in the system itself. No rules no standards, to improve theecological environment benefit of municipal engineering, we should strengthen the institutionalimprovement and innovation on the root cause. Perfect system can control the ecologicalenvironment influence effectively.
