The Method Research On Application Of Value Engineering In Municipal Engineering Quota Design

With the rapid development of the economy,the corresponding supporting infrastructure of the city is gradually improving as well.The construction of municipal engineering is the most important part of urban infrastructure construction,which has brought great social benefits and economic benefits.In recent years,the funds of the state for the municipal engineering projects are increasing year by year,However,compared with the huge capital requirements,the investment of municipal project construction funds is still very limited.How to control the total cost of the project effectively and improve the project value,is what the investors focus on.In order to control the project investment,the usual practice of many municipal engineering projects is,in the most important stage of the project,the design stage,using quota design as an important method of cost control.In recent years,the implementation of the quota design in the field of engineering construction has saved a lot of money.but it is found that in the implementation of the design process,there are many problems.Such as,too emphasis on the quota limits to the low function level,mechanical limit distribution,unscientific project adjustment when the design beyond the cost limits.In addition,owing to the prominent characteristics of municipal engineering projects,like function characteristics: ministrant and fundamental,and efficiency characteristics,comprehensive and indirect.Thus,this paper studies the methods of using valve engineering to analysis project functional,reasonably select the best design within cost limits and assign quotas according to the characteristics of municipal engineering projects on the basis of previous research.The methods of literature research,practical investigation,qualitative and quantitative analysis,theoretical and empirical research are used in the paper.Firstly,through a lot of literature research,this paper summarizes the research status of value engineering and quota design in China and abroad,and points out the deficiency of the research.Secondly,on the basis of value engineering,quota design related theory research,analyzes the existing problems in municipal engineering quota design,the application feasibility and tack of the value engineering in the quota design of municipal engineering,studies on the method of using value engineering to carry on the comparison and the investment allocation of the project.Finally,applying value engineering to the design of a certain city road engineering quota to illustrate the feasibility of the research results.All the research concludes that value engineering and quota design are both the effective methods of project cost management,though they have different characteristics and different emphases,they can be effectively fit and their advantages can be complementary.Introduce value engineering into the quota design of the municipal engineering is feasible,which can achieve the function of the project and save the construction funds in the full consideration of the technology,economy,society,environment and other factors.
